What completeness means

In the Usenet, content is published as postings. A posting is not a single item but a collection of many small articles — originally plain text messages, because the Usenet is a text network. Larger content is split into thousands of such articles and put back together when you retrieve it. Completeness is the share of those articles a provider actually holds and can deliver, usually given as a percentage.
Postings consist of articles
A posting can consist of several thousand articles, spread across a newsgroup. Your newsreader fetches them all and reassembles the content from them.
Given as a percentage
A provider with 99 percent completeness holds ninety-nine out of every hundred articles. That sounds like a small difference, but with large postings it decides between success and failure.
Not the same as retention
Retention is the time axis: how far back content is available. Completeness is how complete things are within that time. Long retention is worth little if the articles inside it have gaps.
One missing article is enough
If an article is missing, the posting is incomplete. Sometimes that can be repaired, sometimes the retrieval fails. Either way it costs you time and data.

Why gaps appear in the first place

The Usenet is not a central archive but a network of servers that pass articles on to each other. Things can get lost along the way — with every provider, and for several reasons at once.
Distribution between servers
An article is posted in one place and has to travel from there to all other servers. If a transfer breaks off or a server is overloaded, the article is missing there for good.
Hardware and load
Storage errors, maintenance windows and spam filters cost articles as well. Large postings are especially vulnerable because they consist of so many parts.
Different neighbourhoods
Every backbone exchanges articles with different partners. Because those neighbourhoods differ, each backbone ends up with different gaps — and that is exactly the opportunity.

A backbone is the server network where the articles actually live. Almost every Usenet provider is connected to exactly one and therefore inherits its gaps one to one.
